Sir,

I have the honour to acknowledge your letter

of the 22nd of March in regard to the appointment

of an officer to take over the Chinese telegraph

office at Hongkong. My Government desires that the

title as originally fixed at a conversation between the

Governor of Hongkong and Marshal Li be adhered to.Mr.

Kong Siu Lui a Chinese merchant resident in Hongkong has

now been appointed as Head of the Hongkong Chinese

Telegraph Office. I have the honour to request that you

will no inform the Governor of Hongkong.
